Be very careful. The plastic lenses of your fog lights are not made to withstand such high temperatures. You may cause the plastic lenses to loose shape or the rubber seals to age prematurely. Your lenses will first begin to fog(pardon the punt) and then water will get trapped inside. By then you'll have saved enough for a new pair of fog lamp assembly... I hope.

htere maybe a modulated pulse send out from the OBC to the bulb and then the signal is send back to the OBC for demod and analyse. that is when the voltage is spiked.
i am only guessing as i do not have the circuitry to confirm.

HIDs generally run cooler than halogens, consumes less power (35W vs 55W) and is 300% brighter. More of the energy is converted to light instead of being dissipated as heat. I ran the HIDs on an external power supply for about 30 hours before I install them into the car. They work relatively cooler than halogens.

Our fog lamp holders are made for 55W halogen bulbs. There are some 100W Xenon gas filled filament bulbs on the market with blue coatings to emit white light. Using these will definitely overheat the lamp holder, possibly melting the wiring or lenses.

which Jap HID do you use? do you have the blueish tint light or white?

The OBC system sends several 12V pulses to the bulb and senses for a good electrical connection. It is designed to detect broken bulb filaments. I believe the sensing circuit is a simple OpAmp configured as a comparator. That is why wiring a small resistor in parallel works too. If too large a resistor is used, the voltage drop across the resistor will be too huge for the comparator to trigger a good connection signal. The disadvantage here is that the resulting circuit will draw more current than necessary for the lights to work.

The capacitor method allows the small 12V pulses to pass while in full operating mode stops DC current from passing through. I like this method because it does not waste any power.

Mine is made by a chinese company called JSM. I got the 6000K bulb, pure white. I think the blueish ones are illegal. I'm super kiasu on its reliability, worked the lamps for 30 hours and submerged the ballast into a pail of water to make sure it is fully waterproof before I install it on my car.
The ballast was only warm after 30 hours.

There is this US company specialising LED lamps. I once almost wanted to start some business with them on LEDs for lift indicators
