My 2005 E61 M-Sport imported from Erding, Germany (near Munich), does NOT have these shutters.
I keep my car in a heated garage, so no issues. I have had the EGR thermostat upgraded to the "Scandinavian" version.

Before washing my car today, I noticed that not only do I have the shutters, but for the first time that I have seen, they were actually CLOSED after I drove the car out of the garage.
Interesting...

My 03/2004 525D Auto has them, its a bit of a mix and match on which cars have them to be honest. If your engine isnt reach proper operating temp then your main tstat could be faulty. I had to replace my egr tstat and the main tstat was covered under warranty.
