Some memories are pretty short on here... Ironically it was Ferrari's ongoing penchant for taking Max and Bernie's 30 pieces of silver that scuppered the best chance the F1 teams had in recent years to take top tier motor racing to the next level. Ferrari broke ranks with the other top teams who were members of the GPWC consortium (the breakaway racing series comprising all top F1 constructors at the time) when it unilaterally signed the extension to the Concorde Agreement - effectively undermining the other teams and the intention of the GPWC to set up an independent series to effectively replace F1. The Concorde Agreement was at the heart of the GPWC's desire to get out of F1 as it revenue splits and has, of course, been the primary reason for the greater financial rewards enjoyed by Ferrari compared to those received by the other top teams.
So. Ferrari can't get it both ways. The GPWC would have been the ideal platform for Ferrari to have the technical and budgetary freedom they apparently crave, but they took the man's money when it suited and now they're crying foul when it doesn't. And, frankly, it's a situation they largely created.

This is for those who didn't know, those who have forgotten, those who are willfully ignorant, and for those who are intellectually dishonest.
http://www.motorsm.com/motorsport/auto/F1/GPWC.asp
and from this Telegraph article dated March 2005;
"His great success has been to broker power in a way that keeps the teams in the sport, but much of the money flowing into his bank accounts. Increasingly, however, other players in the racing world sought to challenge Ecclestone's dominance. Recently a consortium of car-makers - BMW, DaimlerChrysler, Fiat, Renault and Ferrari - put pressure on Formula One by creating a consortium called GPWC (Grand Prix World Championship), with a view to starting their own race series.
Ecclestone's response was to try to divide and rule, offering Ferrari, the most successful team in Formula One, a reported ?69m to desert GPWC and sign up with Formula One until 2012. Ferrari accepted in January."
....and here is more.

What does this have to do with what the FIA is trying to do to Formula One at the moment?

Most of us believe that Max Mosley & Bernie Ecclestone have put the sport in crisis with their shady dealings and constant tinkering with the rules, and many have posted their displeasure.
Swajames was attempting to remind some, that there was an opportunity to wrest control away from Max & Bernie but this was thwarted when Ferrari (the team with the most clout) balked.
This was countered, so I offered supporting facts.
Does that help?

Ferrari is threatening to quit F1 if the proposed restrictions, caps on spending and so forth are adopted for the up coming season/s.

However, this current situation has nothing to do with the failed GPWC, unless you simply want to stick-poke Ferrari, and say I told you so. But that was then, and this is now.
Today, this is about the FIA inventing new rules without considering WHO is Formula One, i.e., the teams, and especially Ferrari. No wonder that Ecclestone and The Turd are holding an emergency meeting tomorrow at London-Heathrow with di Montezemolo to try to solve this grave situation.
"Most of us" would agree with you and Swajames, that Ecclestone and The Turd have gone to far with this latest attempt to drive Formula One into the ground. Seeing as how Renault, Toyota, RBR and Ferrari have ALL said that they will not participate in the sport with two sets of rules, one can only hope that, with Ferrari's leadership, these attempts by the FIA will be thwarted.

No deal as of today. Budget talks finished with no compromise, and Ferrari have filed an injunction to block the budget cap.
