When the engine is started the inside temperature sensor measures the inside temperature. If the measure is higher than the setting on the large knob in the middle of the A/C control panel and the snowflake button is engaged, the fan will start and the vents will blow cool air in a few moments.

Amazing technology but not at all new. Been around for years!

Play with the large knob in the middle, it might clear up some issues.
