Sounds like you need a software update. I have a 53 plate 530dA with business nav and from memory TMC function was added with one of the early software updates
BTW the TMC codes for each territory are stored on the Nav disc. Knowing the vintage of the nav data may help.

My Ride: 530d (Jan 2005) premium pack, pro nav, steptronic
TMC is available in France for all highways and major cities (including downtown avenues) and reliable. It's broadcasted through various RDS stations and free.
When I first got my 2005 car (Feb 05) with CIP 16 and DVD NAV 2005-1 TMC did not work even though set to AUTO. I did a software upgrade earlier this year to CIP 19 and DVD NAV 2006-1 (Sat Nav Pro) and now everything works fine. I also think each DVD brings new TMC location codes (for example with 2006-2 I even got more TMC information for Paris downtown).
