I wouldn't be so sure about the confiscation, especially in Czech Republic, I rather think they'd tow the car away as it would not fit the 'technical' criterias for being driven on the road. in addition you'd get a fine (at least $100) and then would have to pay for the towing and the most expensive among all the car parks... Not having the reg plate does not entitle any officials in EU to confiscate anything, otherwise 50% of the population would use buses... 
In France, and I guess in any other country, the law permits to confiscate a vehicle under some circumstances.
That vehicle being owned by a foreigner, with a foreign registration, changes nothing : when you're in a country, you are ruled by the local laws (unless you have a Diplomatic license plate).
What a judge cannot do is confiscate a foreigner's drivers license, which is an official document issued by a foreign government.
But still a judge can rule than a foreigner's driver's license is not valid on the national territory.
You keep the document, but cant use it.
The car is a personnal property, just like your own money, that they take away when they fine you. No legal difference.
