OK.....so there is a slight difference between the US and Euro versions. When I PUSH on the lever in my car only the Xenon high beams come on, but the halogen (inner high beams) stay off. The halogen inner high beams only come on when the lever is pulled.

In the US, the halogen inner lights are also the DRLs. The reason the inner lights are used for flash-to-pass is that xenon lamps take several seconds to heat up and fully illuminate, so they're useless for flashing during the day.

Maybe because without the bulbs, the car's diagnostic system would have to be reprogrammed, etc. or it would constantly be displaying a trouble condition with the bulbs?

Flashing the headlamp by pulling the stalk is NOT disabled....Here's a summary of how it works:

<span style='font-size:14pt;line-height:100%'>US E60's:</span>
PULL....inner halogen high beams ON.
PUSH....outer xenon high beams ON, inner halogen high beams OFF.


<span style='font-size:14pt;line-height:100%'>European E60's:</span>
PULL....inner halogen high beams ON.
PUSH....BOTH the outer xenon high beams AND inner halogen high beams ON. (according to some European members here).


As someone already said flahing with the xenons is not used because if the headlights were off (in daytime) it would take a few seconds for the xenons to go to full brightness and do the auto level adjust. When flashing is used usually there is no time to wait for that to happen, so the inner halogens are used instead. Either way they can't leave out one of the bulbs as you said because both the xenons and halogens are used at one time or another.

If the car has xenon lights, auto-leveling and washing is also mandatory by law, for the same reason.

This is probably true for all EU countries.

Sorry, perhaps it's my bad english...

Flashing is forbidden with xenon, not with halogen. This is the reason why they install halogens for flashing (and, yes, they work together with xenons when you push the stalk for high beam)
