Its been said that by default modern bmw and my Mercedes so it must be a German thing, blow moderately warm air from the upper vents to keep from driver fatigue.... It does drive me crazy you can however force it to be hot but the dials must be on max heat and all red in the idrive settings, it takes some fanagleing but it works.

It was my thermostat! Once I fixed that problem the heat works perfectly!
