Exactly! The tilt up "courtesy" feature won't work if your actual steering wheel position is already at the very top.
I definitely do not have the steering wheel all the way up. Strange...wonder if its a defect.

I think you need to open the door after shutting the car off for it to tilt up.

You do. When you push the button to stop the engine... you're now in position 1. Push the button again... NOW you're in position 0. Try it.
