PTL has an excellent idea but you're making it more difficult than it needs to be. Anyone can and should be able to submit pics of their car, regardless if it's modded or not and how the mods were done. They can also submit a short story about the car or themselves for consideration. Members can then vote and select a winner. Anyone can win, even if it's a bone stock vehicle with possibly a good story line behind it.
this is a good point
anyone can submit and by forum majority that will decide who gets it
there should be a thread where everyone submits, then from that we select lets say 4 cars to vote on.
Then a new thread is created with a poll for the four cars, from there its up to the forum to decide who wins

I DIY'ed tons of things on my car, which I have spent tons of money on, so I disagree that they can not have that "Level of Mods" I have personally installed every single item on my car, other than the exhaust and painting my roof.

I think the bottomline is it'll be up to the voters. Some may vote for a car cause it has a lot of mods, some may vote for a car even though it's stock but it's in pristine shape..etc...
Anyone can submit entries and the members will decide. We'll just have to put time frames around the voting period and once a winner is picked, their car can be featured the following month for example. And if it's not too much trouble, maybe we can also have 1st, 2nd, 3rd runner ups at the bottom of the home page.
