This is likely caused by oil and water mixing in your crankcase. This "golden goo" is usually a result of short drives where the engine and oil does not heat up to optimal operating temperature thereby eliminating the water vapour through the CCV system (crankcase ventilation).

If you found this good inside your oil filter housing, it likely will be found caked on your valve cover as well if the previous owner did a lot of short trips in the vehicle.

There is much documentation and posts surrounding this issue on both this forum and other BMW enthusiast forums that you could read up on.

The solution - drive your car! and try to avoid regular short trips
