Sounds like typical behavior for an oil sheikh. Their offspring running around in various big cities (NY, DC, LA) in 150K+ sports cars, living the lavish life. I remember there was a certain oil sheikh's kid who got away with parking his Ferrari 360 Modena in non student parking areas around campus where I went to school because he was who he was... Never got towed...Idiot
