In the 1990s, Virginia had a medical waiver for tinted windows. I haven't had reason to check in forever, so there might not be any states doing this anymore.
However, you might check with your state's DMV to see if they grant a similar concession. You simply complain to a doctor about heat rash or sensitivity to light, and he writes a waiver. In theory, this is submitted to the DMV to get you a special document explaining that your tint is ok.
