It looks like the 'famous' Russ Swift (in the UKish).
He is sponsered my BMW, so i'm led to believe. He does stunt tours around Britain. He is also famous for his high speed handbrake turn parking, ending up between two other parked cars. He does it with less than a foot gap at each end.
