Reasonably safe bet that that those tires were rotated rather than replaced every 4000 miles...
Many of the things on the list of repairs on the CPO car are pretty minor. Frankly, if the car checks out OK now, if the price is OK and the work was done properly it is most probably a better ownership prospect than the one with little to no warranty.
