2 or 3 program in ECU?

Is it possible to have more then one program in ECU? And change it with a button. Or is it difficult since M car have this M button?
To change horsepower / performance
Because here in Norway it is not allowed to trim car`s. And with this "button" to change setup config, it would be easy to hide & change power setup from vehicle authorities.
There are possible to have this on my car, but I have not done this yet(because I will sell my RS4 and buy M5)
