Didn't say they did. But lets just say they have been known to certify some cars that shouldn't pass the checklist.

These engines are far from strained even with the supercharger strapped on - although I do understand your point. Check up the tuning potential on the M54. Many people running the M54 on E46 3 series are pushing 100whp over stock problem free.
