On the TV show "Mythbusters", they tried all the popular methods for defeating cameras, to NO avail! 
So it really does come down to being more careful while driving!

Was watching Mythbusters a tv show some of you have heard of I'm sure.
They did a whole episode with this in mind, they on the show tried many of the things you are talking about in this thread.
What they used was a camera that is used at stop lights in the US.
They also had a team of law enforcement officers to validate their findings and anilize their photo's.
Clear gloss paint - Busted, didn't work
Clear plastic sheilds - Busted, didn't work
Varried speed at light, stopping and starting - Busted, didn't work
High watt lights in rear bumper to over expose license plate - Busted, didn't work
Thier findings on the show were that nothing that was currently on the market was working against the technology that was being implemented to issue tickets for speeding / failure to stop at traffic lights.
They recommended that we all drive slower and adhear to the speed limits.
