Sorry dude, unfortunately, for the pre-LCI halogens, there just aren't any good solutions unless you're willing to cut open the headlights. The brightest bulb replacement I know is the high intensity white LEDs in T10. However, it will require you to put resistors in there, or code the error out.
You are correct, each bulb for the halogen angel eyes are 10w each, so 20w on each side, and 40w total on halogen angel eyes.
