For my GS4, I bought a carbon fiber hood from VIS and the fit is really good

The hood has real vents, the center has painted black faded edges for a deeper effect.

I'm sure it does but not enough to affect anything, i'm more irritated by all the dry wax that gets in, i always have to clean of excess after a wax n polish.

Other than looking cool, do the vents help keep the engine cooler? more air in?

Hood louvers, if well executed, help keep the engine cool, not by forcing air in but by creating low pressure which pulls the hot air out of the engine bay. Smooth0033's center louver looks like it would work decently; the flanking vents which I am sure offer more cooling than no vent at all, probably are not very effective as the "blades" between the holes are not angled to create the low pressure.

Based off his build and the location/style of vents, my hunch is they were added more for aesthetics than function but it looks like they accomplish both!
