According to RealOEM.com the ballasts list for $389 each and the igniter with light lists for $217. The latter requires the return of the old core, which you don't have. Even if they don't charge the core charge it will still cost you about $1200 plus tax. If you get it from a good out of state BMW dealer you won't have to pay tax. But even if you are able to get it with a 25% discount and pay no tax it will still cost you $900. I don't know what you paid for the lights on eBay, but adding another $900 on top of that is not worth it IMO.
I think you should try to sell them.
