Spray on wheel cleaner, scrub, rinse, let dry. Rough up calipers a bit with sandpaper. Wipe with alcohol. Spray with high-temp paint from Pepboys/Autozone. Three or four coats ought to do it. Put a little tape around the rotors to prevent too much oversparay (a little won't hurt). Also, you should paint the hubs while you have the wheels off. Otherwise you'll have that rusty look eventually.
+1, thats what i did

Duplicolor also makes a kit with a ceramic based brush on paint. I find the brush on is much better than the spray- a lot thicker and it's air catalyzed so it flows out nice and sets up super hard. I've had really good luck with that- almost looks powder coated. And make sure to not paint the brake pads, clean up your rotor hubs really well and clear coat them, then spray the pad clips aluminum color. They's look fantastic whatever color you do. Here's a shot of mine on my old rims...

I painted mine as well. Its really easy if you get the right kit. I suggest getting a kit that is brush on. I had a brush on kit and a spray can. I used the spray can for the hubs. I taped off the rotors and put a plastic bag over the calipers and sprayed the hubs after i had prepped them. Then i used the brush kit for the calipers, that way i didnt have to remove them and didnt have to do a lot of taping. Like Calvin said a little overspray on the rotors isnt a big deal. A cruise around the block and a few times applying the breaks is enough to break away the overspray.

Look in the DIY section. I know there are a few DIY threads including one i made.
