Germany and other northern Europe countries have stringent laws on recycling and on waste creation.
Repairing leaks assumes no failure within the component. Repairs in that context will have collection and re-use. Water pump, hose, or thermostat would have you collect and re-use coolant too.
A failed transmission replacement procedure would have you use new fluid since that would be necessary.
Rules respecting environment don't speak to the passions and worries of vehicle owners.

I received the ZF oil pan and noticed that the two attached magnets are slightly loose...is this normal?

I haven't had that particular oil pan in my hands, but the purpose of the magnets is to collect metal sludge from the transmission fluid. As long as they can't come off/loose, I think they are fine. I have had a metal oil pan off before and the magnet wasn't even mechanically fastened at all -- it just was magnetically attached to the steel oil pan.
