Why is my climate control always on?

It's the fan that cannot be switched off permanently, much like the recirculation mode. For safety reason?
But the aircon it can be turned off. Before you shut down the engine:
1. Turn the fan speed knob to the lowest (or any speed you prefer). This will get rid of the auto mode. If the auto mode is on, the system will attempt to regulate the temp to your setting even if the aircon comp. is not on; and you might get strong and loud fan blowing at you.
2. Press the snow flake button to off the compressor.
3. Press the off button in the centre of the fan speed knob.(Optional actually)
You are set. The next time the car is started (even after the sleep mode), it will only turn on the fan at the speed that has been set. The aircon will not kick in.

My Ride: 2006 550i Sport Package, Cold Weather Package, Premium Sound Package, Comfort Access, Xenon Headlights, Adaptive Headlight Control, Navigation System, Steptronic Transmission. Silver Gray Metallic with Gray Leather. Added Red rear reflectors. You can through iDrive control the "intensity" of the HVAC system to minimize being blasted when the car starts with A/C in Auto.

Like what the others have said, there is no way to keep the climate control off. All BMW's are like this, because even my son's 00' E46 does this. Just as suggested, before shutting off your car, leave the fan speed to it's lowest setting.
That is another thing on my son's E46. When the climate control is set to "Auto," when you start the car, it is never fully blasted. It only starts to blast once the car is warmed up (once the temperature needle leaves the "Blue" zone).
