What year is LCI design change?

Thanks for the correction. I was really thinking more in terms of how the car is registered, it may be called a MY08 by the maker but isn't car registered as a 2007 model if it was manufactered in 2007?

There are obviously no "rules". It's up to the manufacturer.
The '08 550i's started 3/07 but the new Z4, starting in 5/09 is still an '09.

... and 2010 5's start arriving in dealerships in May/June of this year (which is early for a model year to start) but they did it because they like to start the model year early when they're about to release a redesign. On that note it's plausible that a car built in March 2007 would be considered a 2008 because they were releasing the updated (LCI) 5 series most likely with the intention of boosting sales.

Its in the link i posted above that BMWs model year starts in Sept with cars arriving in Oct at dealers. Car manufacturers don't change the beginning of their model years they are set and BMW it seems is tied to most other car manufacturers that use Sept as the beginning of the model year. Its nothing to do with when the model first comes out. The 550i built in 3/07 will be a MY07 car the ones built after 9/07 are the MY08 ones.

It's correct that most manufactures generally start the next MY in September. In Europe that means a long August break for the workers. But there is no rule stating they have to.
It's not correct about the LCI 5er. The MY '08 started in March. My '08 was built in July. Not just BMW lit but registration lists it as an '08 as well.

They dont have different model years for each model of car, its a cut off point between years and all the manufacturers cars will move to the next model year at the same time. If you believe it or not BMWs model year change is in Sept like most other car makers. It isn't anything to do with the registration document its do do with BMW assembling the cars, its more than likely in Sept so the accountants can finalise the books for the end of the year(if they use Dec as the end of the year) which some german companies do.
