This is an interesting topic since if you originally registered your car as blue, of course you will have to notify the DMV regarding the color change of your car. Since the vinyl wrap is technically not paint but the car color is indeed different, I wonder how the cop would deal with the situation. Of course a dickhead cop could technically impound the car since it is a different color at the time he pulls you over. But lets say you decide to yank off the wrap on a door in the duration of being pulled over, technically the car wouldn't be all flat black anymore.

I've also seen some odd looking cars where the owners COMPLETELY covered the car with STICKERS!! I mean to the point where you can't see any paint at all. How do you declare that color change? lol.
