Wow that's pretty funny, but not in a good way for you OP. Why on earth would someone squeeze a hub ring in there for OEM wheels. That wheel shop sounds... uh... not too smart.

Have you checked on all your wheels for spigot rings? If you have them on all your hubs it suggests that your wheels have a centre bore greater than 72.6mm,or that at some time replica wheels were on the car before the so-called OEM's were fitted.If you don't have the full history of the car there is a straightforward way to solve this.Get or borrow a vernier caliper and measure the centre bore of the wheel from the rear.If it is 72.6mm your wheels can be OEM or replica (if they are OEM they should carry a BMW part number).Some replicas have the correct centre bore for the intended model.
If the centre bore is 74.1mm the wheels are replicas which are sold to fit E39 and E60 models and would have 74.1 - 72.6 mm spigot rings fitted.

Are your tires new? Using a Hunter GPS9700 RF Balancer will find issues with tires and rim.
Have you checked to see you don't need bushings replaced? Sway bar link stabilizers or your controller arm bushing? Could also be an issue.

Wheels and balancing issues can drive you crazy. I had a problem with the MRR GT-1 wheels where the manufacturer said the wheels were hub centric. I had the wheels balanced twice and I still had that crazy vibration between 40 - 55 miles per hours. After hours of BS the manufacturer finally agreed to send the hub centric rings which, guess what, corrected the problem and the drive is as smooth as before the wheels were installed. Go figure!
