Happened to me. The seat pad wiring harness was loose. Reconnecting the wiring harness was the fix.

Thank you all for the great replies !

I'll check if there's a loose connection under the seat during the weekend. However the loose connection theory seems to be pretty weak for me, since the upper part (back) of the seat has excellent heating.

About the recall issue: The airbag sensor was changed under warranty during 2004, due to an error in the airbag weight sensor in the passenger seat.

When it happened to me, the seat bottom was not heating, but the seat back was. Fixing the loose wiring harness caused the seat bottom to start heating again.

If not a loose wiring harness, your seat bottom could be worn out or burnt out.

The forward facing plastic trim under the seat is detachable. There should be some wiring harnesses behind it. I don't remember which one it was. I felt all of them and pressed each one together. I don't remember if there was a "click" or not. The seat bottom heater started working again after that exercise.

I accidentally kicked the plastic trim loose while entering/exiting the vehicle. The plastic trim must have snagged a wiring harness loose and caused the seat bottom pad to stop heating.

I've now tried to "reconnect" every wire under the seat, and the heating in the seat (seat pad) still doesn't work.

Does anybody have a schedule of the wires under the seat? I would like to try one more time, before I give up and go to the dealer.

Update:

BMW told me yesterday, that the heating-pad is broken. Cost ?650 + labor  to install a new heating-pad.

It's cheaper to buy a slightly used comfort seat on ebay !!!

I'll see if I can change the heating-pad myself a warm summer day.
