Because that's the most you will pay for the software and tools to fix.
I have posted on this a long time ago and have fixed this for several members on this very board. Each member is different.

If it really is the seat mat sensor, your best bet is trying to have BMW NA reimburse you. I've seen it happen with VINs not listed for the recall, but it must be the exact same issue and only that issue for a full reimbursement. Also helps to note if you purchased that vehicle from BMW.
As for everyone else, as previously stated, please do not assume that warning means it is a seat mat issue. If you don't feel inclined to purchase the software, go to an indy shop and have them read and clear the code. Going to the dealer may only be worth it if you are positive the seat mat is the issue. Even if your VIN is listed, the error message could be due to something else and you are responsible for the $200. Some service managers don't emphasize this point (intentionally or not).
There are TONS of issues that can set off this light. I've had it traced back to the battery terminal before.

Mine came on, was on for months.. I reset it with the ncsexpert+usb cable from ebay for $80... and its been off for a month now... glitch in the matrix..
ask them to clear the codes when you get your recall done.

My Ride: '06 530i, '07 C280 4matic, '98 ML320
Dealer will not simply reset ABS light (due to liability) without diagnosing and fixing the underlying issue.
ABS light can be triggered due to many issues - one of them is the seat mat sensor, other common failure is the BST (battery safety terminal or something like that). Only way to be sure is to run diagnostics and identify the code.
