Yes, Audi and MB owners are by far the worst. While most high-end European cars do have them in the US, you most often see Audi's and MB's with them on. I find the rear fog lights much more annoying than the front fog lights (though I will not explain why becasue Iceman is probably tired of this by now). Surprisingly, I hardly ever see them on Volvo's despite the fact that Volvo owners are typically considered very safety conscious. (I presume Volvo's still have them. I had an early S40 that was equipped with a rear fog light).
Around here it's Volvo and MB owners that always seem to have them on. Despite all the Audi's I rarely see them. I have never seen it on Land Rovers even though they come with them and many of the sales people have "no idea what that button is for."

if i am last in queue i will use hazard lights for a minute to jar the vision for traffic approaching from behind. then the car following gets the message fast.

I see Audis with them on. I think it might be automatic with the front fogs, which people turn on because they believe the fogs look cool. I think the reason front fogs don't annoy so much is that they are directed, by definition, low to the ground, so they don't shine directly in the eyes of other drivers. I have to say I don't mind front fogs on in good weather, BUT I agree that the rear fog is very annoying and even a hazard unless the weather is truly bad. I learned to be careful with the fogs driving in Germany, where somebody -- maybe it was Iceman all those years ago! -- flashed his brights at me from behind until I realized my rear fog was on.
