I agree with others that you need to check brim to brim, as the computer could be set to the wrong units, inaccurate etc.
My 525d is a very different engine and gearbox and has averaged 40mpg over 24,000 miles. Despite the differences, with the engine in your car, I would be surprised if you didn't get 35mpg for a 70mph motorway cruise.
Again repeating what has been said before, if from a BMW dealer take it back and make a fuss as there must be something wrong.
Could be almost anything; injector issues, brakes binding, towing a caravan - you get the idea.
