I've got that noise too, at least I think I do. Mine sounds like a sort of clicking noise from the middle of the steering wheel. You can only hear it when you're making a turn and you have the radio off. I'm adding it to my 'list'.

The noise is caused by a defective slip ring. Replacing it is easy -- it should take a technician no more than 30 minutes. All that is required is the removal of the steering wheel.
Mine has been replaced three times. After each repair the noise is gone for a few weeks, only to reappear again gradually. The third time it was replaced I asked the shop foreman why he wanted to bother. His answer was that if enough slip rings were replaced, perhaps BMW would realize that there is a problem and improve the part.

I've got it too. My car is going in on February 15 for evaluation of the run flat tires. I will add the steering rack noise to my list.
