They should defrost at the same speed and at about 2 mins any frost or ice (reasonable amount - sorry swedish guys) should melt. What you can do;
1. Take the mirror crystals off
2. Disconnect the heating wires
3. Measure the resistance of the crystals with an omh-meter. Should be identical or close
4. Measure the voltage supplied to the mirrors (on wires you disconnected from the mirrors). Should be identical.
In your case there is of the following things happening;
1. The resistance of the heating elements is far apart for various reasons such as defective part, different OEMs (Ask dealer to replace the mirror glass with the higher resistance)
2. If the resistance is the same spray the connector and the wires of the heating element with contact cleaner.
3. If the voltage supplied to the mirrors is not the same (in your case the mirror that defrosts later should provide less voltage than the other side) then ask the dealer to investigate the door modules.
Good luck

sometimes i touch its hot...sometimes its not... how does it work actually?
So: belov - 25 C outside mirros are heated continously and over + 10 C those are not at all. Between those two temperatures heating is cycled (no idea about the interval). This is how it works in E39.
but in E60 there is an addional element: wipers! So if the wipers are wipeing, mirros are heated with more intensity + E39 temperature parameters.
And finally: if voltage drops below 10,8 V, heating is swicthed off. It is not mentioned, what is the switch on voltage, but definitely there must be some.

They are not coupled to anything else than outside temperature. No heated rear screen, no front screen demister and no steering wheel.
They come on as soon you turn the key and the outside temp is below a certain degree, but even in 2 digit temp figure, I think, as they are also used to clear water off the mirrors.

From some searching and through my observation, is both temp related and whether you turn on the rear defroster.
I've tried this, I drove in the rain for 30 mins without turning the defroster on and water is still there after the trip. The next time I start the car I hit the defroster button and water was gone and mirror was warm to the touch after 15 mins.

100% they're paired to the rear windscreen heater button
As I put, I read it from WDS (Ok, it is possible BMW writes BS to their own system, I doubt).
So pls, read my earlier post about how it works.
Still, I haven't found the interval cycle. I'm sure I have seen it somewhere, but not in WDS.
