Today i replaced the switch with a new one, but i got still the same problem

Its a far shot but could be your wires are deteriorating inside the headlight. This is a common issue with these HELLA headlights. take the back cover off of your headlight in question and see if you find some rubber thats loose or falling off from the wires. It should be easy to spot.

but on both headlights the high beams are going on, so both headlights have a short problem?

My fault, i somehow understood that the right headlight is the only one whose highbeam lamp is turning on. No even if both headlights have the problem of deteriorating wires that wouldnt cause both of them to have the same problem. It sounds most likely like a bad stalk to me more then a LM module. Those both could cause the issue.
