Heat Not Working

My heater is not working only blows cold if i disconnect water valve the heat comes back on at full heat no cold air reconnect and cold air only i checked with inpa and get 9c79 water valve left and 9c79 water valve right but cant find anything on it......im going crazy someone help please!!
