umm just wondering how to turn on the lights pointed out in the picture

On LCI cars I think they turn on when you turn the steering wheel below 20mph. To light up the road where you are about to turn.

Those are the new cornering lights -- one of them will come on (when the headlights are on) at low speeds when you turn the steering wheel or use the turn signals. Also, both of them will come on when you put the car into reverse to help illuminate both front corners...

On the LCI, the flash to pass is part of the outer lamps...

So how does it work, the Xenon flips the shutter down for a second? Doesnt the high beam consist of just a different positioning of the beam as opposed to a brighter light?

The flash-to-pass on the LCI just momentarily activates the high beams so yes, the shutter is quickly raised to let the full beam escape then it either returns to low beam or returns to off once the turn signal stalk is released...
