It seems like the cable is moving from the pictures/video you showed. But, now you need to see the other end of the cable and if it is actually operating something on that side. I'm guessing something is broken or slipped off or maybe there is some adjustment. Just follow that black cable to the other end and see what it is connected to and what happens when you pull out the door handle.
I'm thinking I need to take the whole handle off to figure out what's going on. I've loosened the screw right inside the grommet hole, but I can't locate the T20 screw inside. Does anyone have any advice for that or anything else I can try?
It really just feels like everything is attached OK, but for some reason the handle does not extend out all of the way. Compared to the other handles, it only pulls out about 1/2 to 3/4ths of the normal amount.

Looking at picture 1, it seems like there is something dislodged just to the left of the green plastic piece. Do you see that black plastic channel and the piece of metal that looks like it is coming out at an angle? look more closely at that to see if something is dislodged.

Spray some WD40 everywhere that will probably get it back working. Its always worked for me. LOL No seriously though is the metal piece going through the full motion. Can you check to see. I would pull the cable from the bottom and work my way up. Something is preventing it from going its full range motion.

Just an update, I ran out of options and took it to the dealer. Turns out I need a new carrier. Thanks for all the help trying to diagnose it.
