Exactly! The tilt up "courtesy" feature won't work if your actual steering wheel position is already at the very top.

I think you need to open the door after shutting the car off for it to tilt up.

You have to just turn the key to position 0. Then it will tilt up, if lowered positionw as used before.

You do. When you push the button to stop the engine... you're now in position 1. Push the button again... NOW you're in position 0. Try it.
