What you guys missing here is that traffic actually works in Germany..
Most people are pretty good drivers and have perfect lane disciple, something most drivers in the US and UK haver never even heard of. The germans seem to understand that the more uniform traffic behaves, the better the flow is. That goes for eliminating differences in speed aswell as differences in, in this case, lights carried.
I do agree the fog lights ticket is a little far fetched, but hey, it is working so far..

And when you said "most people are pretty good drivers" I bet you were talking about most male drivers, right ?
