They are still liable. Disc Tire is a very customer oriented organization. They are honest, and people know it. Personally, I have purchased over 50 tires from them in past few years--for family and friends cars. I used to be a big Sam's Club fan, but Disc Tire converted me. In many states, a company does not have to charge you to become liable. The fact that a company or person works on your item or car means that they implicitly say that they know what they are doing. Some states have killed the liability by creating a "good Samaritan law."
When I took the car in, they started writing it up, and when the car was done the receipt was blank and then thrown away, so there is no record of the transaction whatsoever! How can they be held liable if it "never happened"?

can be repaired as long as the puncture is not on the key critical/structural part like the sidewall.

got mine repaired a few years back (with the dealer), still on the same tire, no problem noticed.
