The adaptive headlights are designed to move both ways only when the car is moving.... they do not go left when the car is at stand still so that they do not impair the visibility of cars coming your way ;-).... in the UK it is the other way round.

In my E60, the headlight turns when I turn the steering wheel, 1 way only not both ways like in Lexus. Also, it turns when car is stopped or moving.
