Don't talk to a dealer - most of them have not got a clue when it comes to coding. Speak to Jason Balbier of B&W Chiptune:

Gudge is correct. The fold unfold does not need any storage of memory so can be done with or without memory seats. The thing that requires the memory seats is the tilt on reverse feature, because here the mirror needs to remember the before and after positions and that is stored in the same memory module as the seats.

so if I have the memory seats then my mirrors for sure will be able to be programmed to fold? I don't need special mirrors, they all come with the folding motors?

Not all mirrors come with the folding motors as far as i'm aware. It's a cost option when buying the car from the dealer originally.

I have a 08 e60 with 20 way power/memory seats. I asked my dealer to make the mirrors fold when the car is locked/unlocked. According to my dealer this option is disabled in the U.S. but is possible in Europe. If anyone in the U.S. knows different please let me know.

You guys have to realize that the original poster is talking about UK Dealership Europe dealership. Not the US.
The US will not do it for 2004-2007 e60's. They dont have the software / option to.
Folding is only available for 2006/2007 M5's and LCI E60's with premium package.
But there might be a way for 2004-2007 e60's soon....
