Default 2004 BMW 535d small turbo not working

Orite guys I’m hoping someone can solve this nightmare of mine ,

small turbo not working complete slug untill big turbo kicks in, vacuum pipe were change for silicon ages ago , I’ve pulled the small turbo of twice to inspect all looks good , the turbine control valve closes on start up take vacuum of it and it open back up so that’s seems okay , taken the compressor by pass plate off that’s seem okay that’s sits in the closed position and works freely , taken the pipe off of the small turbo and started engine the turbo spins up as you would expect , take the vacuum of the turbine control valve and it stops working so to me that is right , connect all the pipe back up and when you rev it squashes in the intake pipe going into the manifold in as if the engine it struggling to get air , , I’ve swapped the pressure converters around nothing , swapped the one for cbp for another one nothing , changed the map sensor with a friends one nothing , any suggestions what it could be it’s so strange in my eyes with that turbine control valve closing on start up and the turbo spinning and gets faster with revs should get some boost but nothing , turbo has no play and spins freely with my fingers , thanks in advance for any helps 👍

Hi there I'm just wondering if you ever got the problem solved I'm haveing a very similar problem with mine and
I'm loosing my hair over this

No I didn't bud the only thing that I didn't end up replacing was the ECU so I believe that was the issue wish I still had it 😔
