healthservices- it is mounted correctly on the motor.. looks like i might just have a local shop that i trust to have a look.

 

I think that aligning bar is there just for installation. Once you've got it mounted and the belt is threaded around the pulleys, I believe you have to turn it with a wrench and release the bar, then relax the wrench to let the tensioner press against the belt.
