07 525xi crank no start

Watched both sensors on the scope matched computer readings as well check wire resistance from sensor to dme all checked out good when it don’t start it’s not getting fuel that’s why I changed fuel pump and fpm and yes it was coded

I have to assume that if cam errors exist at start up, coils will not be fired. If coils are not fired, injectors will not be fired to prevent hydrolocking.

Still, what does this have to do with no start when cold, but OK when above 40 F? If what you have said is true, look for something that is temperature related. BTW, 40 F is not cold enough to cause a "frozen" module, if that is what you meant in your OP.
