An eccentric is another word for a cam shaped object. In other words, a circular object that rotates along it's center axis is not an eccentric but if you rotate it on an axis off-center it becomes an eccentric.
That's about the best I can do to explain it. Maybe there's some math dudes that can make it clearer...

Yeah, I tried this mod over the weekend. I'm not sure I adjusted the height. Not really sure what they mean turn? Do I rotate the 7/12 nut clockwise/counter-clockwise after locknut is loose?
