I think the LEGAL_DISCLAIMER_TIME function in your CIC is the one to kill the initial disclaimer I'm just not sure what is the proper value.

As far as video in motion I think you have to get into the 'speedlock' menu but from the console/screen and if I'm not mistaken the how-to access into that menu is a hard commodity these days as some charge a lot of money for access to such feature.

There are three points in the file that read legal. you should use NCS Dummy and get a read-out of the available parameters so as to decide which data point needs to be changed.
