1) Get the cable
2) Follow instructions for NCSexpert and INPA (Don't get caught up in any other software just yet)
3) Get a battery charger if you don't have one. Don't try and code without one connected to the car.

I'm not sure about the headlights - never looked into it.

NoQuarter, you advised hooking up to batter tender, I take it it's because the flashing/programming takes a while?
Obviously, it's not the same, but I have left my car door open with all the lights on, etc. for few hours before while I was doing work and it's been okay. Just wondering if it's necessary since I don't have a garage to work on my car nowadays.
