After I washed my car, if you take the back side of your finger and run it along the top of your moniter thats how my roof and hood felt the lower parts of the doors are nice and smooth and feel like a waxed car should, but everything else does not feel good. I tried using a couple differnet typs of wax's but they all had the same result, the paint still felt the same. I was doing some research and it looks like I should find clay bar and use it? should that take care of the problem? any sugestions?

I clayed my car a couple of months ago , it is so simple and easy to do, the only trick is to keep the clay clean and the surface well lubricated,as Westcoast M5 says it will feel smooth as glass,
Good Luck !

Absolutely , do it right away ! This protects all the work you just did. Check out the Mequiars web site for their multi step method of detailing.

Can I wax it after I clay it? Or is that overkill?
Yes, you need to wax it right after claying as the clay bar removes all wax, etc. Used properly, the clay bar will not harm your clear coat as it is "lifting" embedded contaminats out of the clear coat, which is a softer paint than the color coat (for durability). You will not believe how smooth your car will be after a clay coat. I generally clay the entire car once per year, then do a touch up clay on the horizontal surfaces (trunk, hood, top bumper surfaces, etc.) when necessary.
