Lease Discounts for Existing Customers - Typical?

My Ride: 2011 BMW 328xi Sports Wagon w/ premium, sound, nav, ipod, manual trans
I just got back from the dealer the other day and they told me that while the current money factor is 0.00225 for a 2008 535i, my rate would be 0.00180 (0.00045 discount) because I'm a customer already. Then, they said that this is not guaranteed and is only an August promotion.
Is this true? Is the money factor discount always given to customers, or is it truly an august only thing?
I want to order, but 0.00225 (and frankly, 0.00180 too) is way too high an interest rate... and I'm hoping/expecting it to drop as we near fall.
Any feedback on this would be appreciated.

It's okay. If you put down 7 deposits it would reduce another .0005 down to .00131 (3.144%) but that still pales in comparison to what they were offering in Jan/Feb (0.0009 or 2.16%) which made things much more affordable.
But do you know if that discount off the published money factors for returning customers is an always-available thing or an August-only thing?

It's not always available. The MF at the beginning of the year was used to blow out the 2007 530i to make room for the 2008 models.

What are the typical 530/535 level money factors in the September and October timeframe? I suppose that if I place the order now for delivery in October, I get the lower rate anyway...?

You can check the MF on Bimmerfest's Ask-A-Dealer subforum. I would suggest you lock in your MF now. If the MF goes any lower in September/October, you can pick it up.
